The International Conference on Open and Distance eLearning (ICODeL) 2023 will feature Dr. Carlos Delgado Kloos, a Full Professor of Telematics Engineering at the Universidad Carlos III de Madrid (UC3M) and the UNESCO Chair on “Scalable Digital Education for All.” Dr. Kloos is also the Director of the Telematic Applications and Services Group (GAST) at UC3M.
