Ms. Luisa Gelisan

Ms. Luisa Gelisan, University Research II of the University of the Philippines Open University (UPOU) Multimedia Center (MC), has been appointed as the Acting Director of MC effective 1 May 2018. This is the first time that a REPS member is designated as Director of the MC.

Dr. Joane V. Serrano, who was Director in two offices — the MC and the Information Office — resigned as MC Director effective 1 May 2018. She will remain as Director of Information Office.

Ms. Gelisan has been with UPOU since 1997. She started as Information Officer II. Later she was tapped to assume concurrent tasks as Executive Assistant to the Chancellor, Secretary to the Chancellor’s Advisory Committee, and as UPOU Alumni Relations Officer. In 2010, she applied and was hired as University Researcher II under the MC.

Ms. Gelisan has a Bachelor of Science degree in Development Communication from UP Los Baños, where she is also currently taking her PhD. Her Master of Development Communication was from UPOU.

Ms. Gelisan was given with 2015 UPOU Gawad Chancellor for Outstanding Research, Extension and Professional Service Award. She also received International Publications Award in December 2014 for her research “Use of Lecture/Tutorial Web Streaming in Distance eLearning” which was published in the book “Emerging Modes and Approaches in Open and Flexible Education” by the Open University of Hong Kong Press in 2014.

She has also received several fellowship and grants, including the Public Service Writing Fellowship by the UP Office of the Vice President for Public Affairs in 2017, the Training and Development of Audio Visual Learning Materials with the Katholieke Universiteit Leuven, Leuven, Belgium, and the Media and Learning Conference by the Flemish Ministry of Education in Brussels, Belgium, both in the year 2012.

Some of her research undertakings were given fundings through the UPOU Research Grant. These were presented and disseminated in various conferences locally and internationally. In 2015, Ms. Gelisan, together with her co-authors from MC and the ICT Development Office, received “Award of Merit for the Best Practices of Flexible Learning” in the 2nd International Conference on Open and Flexible Education for her paper “Best Practices for Web Streaming Lectures: The UPOU Multimedia Center Experience.”

Aside from research and extension works, Ms. Gelisan has also served as course coordinator for the Massive Open Online Courses (MOOCs) on Child Rights and Protection and as course tutor under the Master of Development Communication program. (ACLlamas)
