The University of the Philippines Open University (UPOU) is mandated under the Open Distance Learning Act (RA 10650) to help capacitate open distance learning teachers and practitioners through capacity building and professionalization programs. With the global health crisis that disrupted the education system of the country, higher education institutions (HEIs) and basic education institutions alike have been seeking help from UPOU in transitioning to the new normal of education.

To properly provide a more strategic response and assistance to the numerous institutions seeking help in transitioning and migrating to a flexible learning mode, UPOU created a response system which features a combination of synchronous  and asynchronous training programs  and customized services including technical assistance, production of learning resources,   and research on open and distance eLearning (ODeL). 

Dubbed “UPOU Re-Flex,” this response system highlights UPOU’s commitment to openness in advocating and leading in the practice of ODeL and flexible learning in the country.  “Flex” stands for flexibility or agility in this age and flexible learning which is the strategy to achieve this agility. While “Re” connotes  Reflecting on how institutions can serve the learning needs of their  students during this crucial time; Redesigning courses for flexible and/or online delivery; Repackaging content through suitable course material packages; and Restart with a renewed vision for educational institutions. 

The training programs are on the following topics:

  1. Planning the Course Content for Online/Flexible Teaching and Learning
  2. Preparing Learning Resources for Online/Flexible Teaching and Learning
  3. Designing Learning Activities Online/Flexible Teaching and Learning
  4. Strategies in Planning Assessment for Online/Flexible Teaching and Learning
  5. Facilitating Online/Flexible Learning
  6. Tools and Technology for Online/Flexible Teaching and Learning
  7. Establishing Learner Support for Online/Flexible Teaching and Learning
  8. Quality Assurance in Online/Flexible Teaching and Learning

Dr. Serrano is a Professor 2 at UP Open University and the current Dean of the UPOU Faculty of Management and Development Studies.
