To formalize the creation of the Consortium of Open and Distance Education Institutions in the Philippines, five state universities established partnerships for the said undertaking through the signing of a memorandum of understanding (MOU). These universities are the University of the Philippines Open University (UPOU), Benguet State University (BSU), Don Mariano Marcos Memorial State University (DMMMSU), Ifugao State University (IFSU), and Mariano Marcos State University (MMSU).
The following heads of the five universities signed the MOU: Dr. Melinda dP. Bandalaria, UPOU Chancellor; Dr. Feliciano G. Calora Jr., BSU President; Dr. Jaime I. Manuel, Jr., DMMMSU President, Dr. Jengjeng M. Bolintao, IFSU Dean of the College of Open Distance Education; and Dr. Shirley C. Agrupis, MMSU President. The signing was held on 20 February 2020 at UP Open University Community Hub, UPOU Headquarters, Los Baños, Laguna.
The MOU, which serves as a binding commitment of the five universities to be part of the consortia’s Technical Working Group, outlines a number of areas of shared interests and cooperation. Among which are academic collaboration — program development and offering, cross-enrollment, open educational resources sharing, and research collaborations; capacity building through faculty and student exchange; international collaboration; and international accreditation.
