The Department of Interior and Local Government (DILG) has formally endorsed the Massive Open Online Course (MOOC) on Interlocal Cooperation (ILC) of the Master of Public Management (MPM) Program.

DILG Memorandum Circular No. 2020-069 signed by Sec. Eduardo M. Año on  03 April 2020 re: UPOU MOOC on ILC encourages all local chief executives and/or any authorized LGU official to avail of the said MOOC. Furthermore, all DILG Regional Directors and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Minister for Local Government are directed to cause the widest dissemination of the Memorandum Circular.

The offering is very timely given that LGUs all over the country are currently battling against CoViD-19. We have seen how LGUs have worked doubly hard to address the current pandemic. The MOOC on ILC is a perfect opportunity for the public servants to hone their skills and improve their knowledge on how LGUs can work together in achieving a common goal.

The course is delivered online and for free which makes it ideal during the quarantine period. The MOOC offering is also in line with the thrust of UPOU in promoting lifelong learning. The MOOC will be instrumental in preparing LGUs in addressing challenges that cut across traditional boundaries..

The MOOC on ILC has four modules that will last for three weeks each.

  • Module 1: General Course on Inter-Local Cooperation (18 May-05 June 2020)
  • Module 2: Legal Ingredients (08-26 June 2020)
  • Module 3: Institutional Ingredients (29 June-17 July 2020)
  • Module 4: Financial Ingredients (20 July-07 August 2020)

With the endorsement of DILG, the MPM Program is hoping that it will be able to reach the widest number of enrollees and help capacitate public servants in their current and future endeavors.

A certificate will be given to participants who have satisfactorily completed the modules.

Enrolment for Module 1 will start on 13 April 2020. For the succeeding modules, enrollment will be announced before the start of each module.

The MOOC on ILC is part of the University of the Philippines Open University-Faculty of Management and Development Studies’ (UPOU-FMDS) goal of building on disciplinal and Open and Distance eLearning (ODeL) competencies to deliver “tatak FMDS” public service programs. The Faculty aims to develop and deliver relevant Massive Open Online Courses (MOOCs)/Open Online Courses (OOCs) catering to important development sectors/issues from existing courses in FMDS programs.

Thus, the Master of Public Management (MPM) Program re-developed and re-packaged its previously offered PM 259 Special Problem degree course on Inter-Local Cooperation (ILC) as a MOOC.
