Dr. Joane V. Serrano, the current Director of the UPOU Public Affairs Office, is the new Dean of the Faculty of Management and Development Studies effective 1 April 2022.

With her 27 years of service in the university, Dr. Serrano, is committed to empowering and motivating both the young and mature and to putting in place a faculty-based learning support system for the institution and its stakeholders for her term as the new dean of FMDS. Through her philosophy of participation and co-creation, proactive and anticipatory, collaborative, creative, and critical stance, Dr. Serrano wanted to take a new direction for FMDS with her Project TRNSFRM, a seven-point agenda that compels to achieve key result outcomes to develop the quality of teaching and learning, enhance research, productivity, and creative work, introduce inclusive and equitable program offerings, have transformative and dynamic learner support, and make her term have a participatory leadership/management. 

For her term as the new dean of FMDS, Dr. Serrano pledged to move forward with more concrete plans on the department’s Research, Extension, and Professional Staff (REPS) and administrative staff as one of her priorities for her three-year term. 

Dr. Serrano is involved in various public service initiatives for sustainable development and environmental management. She also serves as an Associate Professor in FMDS and teaches courses in the Faculty of Information and Communication Studies (FICS) and Faculty of Education (FEd). Dr. Serrano was awarded the Academic Excellence Award when she finished her Doctor of Philosophy (Ph.D.) degree in Development Communication in 2013. 

Dr. Serrano’s term as Dean of FMDS is effective from 1 April 2022 until 31 March 2025. She succeeded Dr. Primo G. Garcia who is now the Vice Chancellor for Academic Affairs.
