Dr. Melinda dP. Bandalaria, Chancellor of UPOU, delivered an inspirational message during the event. Her message emphasized UPOU'S involvement in the program because of its belief that digital literacy is a basic skill that every Filipino should learn. Chancellor Bandalaria further related that "I can honestly say that Infoteach is not just a program, it is a compilation of various narratives of those individuals whose lives had been touched and transformed by the program. It is a story of partnership of those who shared the same vision and advocacy for our country to be globally competitive." As a parting word, Chancellor Bandalaria reminded the audience that "Change starts from within and we can be part of the change that we want for this country."
